Dr. Wallace Breen - He Who Rules What Remains
Quick Summary (TLDR: Breen has per HL2 is the Earth Administrator, but only from the date 2014, Feburary. His path to power was slow and was a political battle between the powers of old (United Nations, EU and other Politicians interested in global authority). 2014 is also the year most of the old world powers are now gone entirely with only a few remnants remaining in power.

The enigmatic figure in both collaboration and at mercy of the hyper-advanced conglomeration of species making up the endless unknowns of the Combine. The man himself is no more a myth than he is a legend in hushed tones, both within and without. Esteemed allies, worthy adversaries alike. With Earth playing its part as a backwater installation for humanity's overlords, our species provides itself through the voice of Breen as being the most flatulent control mechanism for billions spared from complete annihilation. Though his role in the Black Mesa Research Facility within New Mexico sparks great climactic blame for the world's current status of subjugation, many other candidates of alternative opinions view the stern man a saviour; an angelic bureaucrat that provided mercy to every last man and woman that lives within his consul.
Doctor Breen's rise to power became a reality following the Seven Hour War, where the Combine evaporated all forms of human military capability (or presumed) within the labelled timeframe. The United Nations was coerced into a quick surrender following the events of the Portal Storm Crisis and the later alien invasion that threatened to create a variety of mass-extinction level events, with the destruction of all traces of civilisation being the most possible. It is unclear of the methods that the Global Administrator managed to ascertain in the communications - let alone the negotiations - with the Combine to secure a human presence in the aftermath.
EXTRACT RETRIEVED DURING THE TRIAL OF WALLACE BREEN - PARTIAL OPENING OF NATIONAL ENQUIRY INTO
THE BLACK MESA ACCIDENT OF NEW MEXICO, 200X
Following a lost trail of time after the cataclysm of Black Mesa, Doctor Breen sat in the middle of the chamber of congress where a national inquiry delved into the accident. The hearing broadcast was aired live to the United States across every television and radio station alike. It was later aired to the rest of the wider world which gave spectacular insights into the unfolding events. Given the revelations of the accident in New Mexico along with panic and hysteria spreading at paces never seen before in civilised history, the former Site Administrator of Black Mesa places himself in an un-phased position of hardened strength as the hearing began in earnest. President George Bush sat in the White House surrounded by a plethora of his staff and family relatives, eyes glued to the screen as questions shelled the still, frail man.
"Doctor Wallace Breen, the people of the United States and the people of the world have become increasingly aware that with the deployment of the United State's military and a nuclear detonation in the New Mexico desert; will you upon good faith give a true testimony to this hearing regarding the events that transpired there?" - Senator Tom Daschle spoke with a firm inquisition toward the doctor on trial.
"Well, I-" The doctor retorted to the senator before being cut off.
"A simple yes or no would suffice, Doctor Breen."
There was a brief pause, as the Doctor's gaze shifted over at the corner of the room in a speck of formed doubt for a moment, before vanishing into the back of his analytical mind. His memories thought back to the terrorist that plunged the world into this supposed chaos of anarchy, madness and despair. How he was hunted across the United States at the benevolent demand of Wallace, carried out by the American security apparatus. The figure known as Gordon Freeman - a theoretical physicist and PhD certificated - was pinpointed as the most wanted person in the United States of America. With it in mind, he looked to the congressmen - the one harsh word that began his rise to later prominence.
"... Yes."
Breen's Ambitions - "Ascensionism" & Global Autocracy
With the hostile takeover of all functionally remaining world governments that made up the petty nation-states that bound civilisation together, the Combine's grip on the world firmly established as each urban metropolitan city that survived the apocalypse were strategized and processed. With Doctor Breen calling for order, collaboration and an alliance with humanity's "newly welcomed scions from the intergalactic stage" - the Global Administrator pacified a great deal of resistance that would have otherwise created a stalwart threat to long-term stability for his new regime.
Replacing the United Nations was imperative to Doctor Breen, pursuing through the establishment of an oligarchic design of interconnected city administrators and and sector administrators that elevated regional governance throughout the different corners of the world. A One World Order was created with the formulation of the "Union Government" - a falsified set of replicable governing bodies that mirrored that of the old. The key difference was the pursuit of committing total compliance with the Combine at any perceivable cost if it meant survival.
EXPLAINING ASCENSIONISM - WHAT IS DOCTOR BREEN'S THEOSIS TO SPHERICAL DOMINATION & UNIVERSAL TRUTH?
Throughout the late twentieth and early openings of the twenty-first centuries, scientific advancements in human society have pondered radical synthesial thought within minor groups of radical intellectual intelligencia. With the rise of the digital era becoming a procured appearance in the passage of time; hit pieces in media have taken root to cultural and political influences, economical projectivity and entertainment. All of which have given a slow but methodical rise of ulterior ways of thinking.
In doing so, albeit kept within the boundary of a small set of collective minds looking to establish their own footing in the introductory epoch of the artificial century. Yet, with this, comes the prospects of Technocratic Futurism, Transhumanism, Cyber-Technocracies and Sacrilage Synthesis (within a fictitious religious term) to bring man and machine to the tribunals of existentialist debate. These exotic ideologues give room to the manoeuvring of such prospects and giving birthing reality to a digital matrix, maintaining an index for all of humankind to take part in such a grand experiment.
Yet these are merely requiems of people's dreams, where a man can truly live amongst his Blade Runner or Total Recall. Indecisively however, these matters of concerns relating to evolutionary existentialism are strong in the realm of fiction. But should the plausibility become a matter of fact - time would tell how machine and man will yet be tested, even if one were to birth Artificial Intelligence in sentience. If this can be declared as a thought of ascending the mind or body to new heights, or 'Ascensionism' as it could be decreed - then that would be the formal tone of labelling.
Though to Ascensionists, it is merely the idea that should the flesh be decreed as a weakness; then by all means, they can believe it... for they'll ascend knowing that it will remain nothing short of fiction, to their dying breath. Or it will have been, if not for the Combine's ruthless invasion, showcasing that this informatrixal rapture is possible. As Doctor Breen takes control of humankind's manifest destiny, 'Ascensionism' has gone from the fictitious to the very real affair; to which the culture shock of a stellar improbability becomes the first, and primary goal of all early given collaborators that have taken survivability to an extreme abnormality.
The first true loyalists; the first truly deluded. And there's no better, or worse, people to be declared the newly guided hands that will shape the future of a doomed existence.
Ascensionist Decree is the Union Government's appropriate demand for spearheading and redefining psychological, societal and sociological approaches to documenting universal truth. A collaborator under the Combine is mostly defined by a conformist to similar concerns regarding Neo-Liberalist ideologues that demand the swift recalibration of capitalist kleptocracy. With this, and the sudden hyper-advancement of technology now apparently within humanity's grasp at the cost of half the species; brings pause. Survivalist theories in accordance to existentialism are the primary thinking mechanisms for supplementary obedience. With this, government figures and prominent spokespersons make the suggestion of full compliance to the new alien overlords... and the masterminds could never have been happier.
Promises of power, expanded benefits and extra-terrestrial alliances forged in the betrayal of core human principality became the earliest apparatus for establishing a New World Order. For many that think so, it is their unique opportunity should the Combine allow their victim prey to freely walk into their subjugating trap. Ascensionist theory initiates as a concept of a question: 'What is the definition of human?' - and expanding upon it deliberately in fourth dimensional directions. At least now that is possible in the theory of relativity due to the existence of an inter-dimensional empire making it so.
Ascension Theory is mind over matter, that the concept of reward displacing a mortal shell and transforming it into an immortal avatar becomes the greatest, yet most simple wish for any living human. If compliance prescribes this most simplistic achievement - then resistance is but unnecessary, and an affront to all things that could redefine human consciousness. To which case - resistance as a concept would be considered subhuman, or not even, to which polarises all those grasping at any traditional value established over the previous ten thousand years of civilisation. And in doing so... damning themselves in a deal with the devil. If the Combine as a factor were removed, it would make little difference for those vying for power, and those vying for becoming the next Isaac Newton.
Legacy in Progress
As of the year 2014 being firmly planted by time, it has been a decade in full since the twilight of what made the old world of civilisation. His power is known now to be firmly absolute, with only the foolish and the brave daring to challenge the might of the Combine's resin fist that repeatedly beats down all opposition. With the world ended, his world is merely in its beginning phases of existence.
But in the shadows — in whispers, graffiti, and fleeting moments of defiance — a question lingers.
Was this the only path? Or simply the one he chose for us all?

The Advisory | Assumed 'Overseers' of Spherical Sector 314
Not much is known about the Advisory or the Combine Hierarchy for that matter. To the average citizen, the Combine is just a military empire that has left a small part of its forces behind to keep Humanity in check and nothing more. To those higher up and those more well informed, they understand the Combine seeks certain technology to benefit themselves and only themselves in their multi-versal conquest of the stars while only a very select few have actually met even a small fragment of the Combine Hierarchy that is the Advisor.
The Advisor is a floating bio-mechanical slug like creature capable of a wide variety of interesting traits. The first trait the lucky few notice is their ability to float- whether this is due to their physiology or the technology they have been converted with is unknown, but it does allow the Advisor to be quite versatile in its movement when getting around. Given that most Advisors only seem to stay within Pods, or move long distances via specialized transport vehicles, it can be assumed that Advisors generally can't be out for long nor can they float forever, showing some level of energy drain taking place in the act.
The second trait is the fact the Advisor never directly speaks using any form of vocal chord seemingly lacking one. Instead they communicate via telepathy to all living beings nearby. This telepathy doesn't seem to require closeness to be used and seems to even work through monitors and screens given the Advisor has direct vision of the intended recipient. And the final trait as an extension to its floating, is the ability to make other objects in the room float- a localized field that causes all caught in its radius to be locked in a floating state, allowing the Advisor to move objects, crush objects and generally pull or push anything away from it, including people.
The only people who have directly spoke to the Advisory are those of the UN, Governors/Ambassadors and Breen himself. The masses mostly seem unaware that the Advisory even exists beyond hearsay and speculation.
It can be assumed that the Advisory is not the highest authority within the Combine, given most of these act more like overseers rather than direct commanding figures and how expendable they come across. There is hundreds of Advisors present on Earth, each in set locations spread out in pods or within Citadels sleeping as a collective. And given that they are actually quite weak- it makes sense why they would be expendable low-commanding figures in the greater Combine. Earth could easily be considered a penal world, a minor planet in the realm of hundreds of more important ones.
Their weaknesses so far come from the fact they possess no armor or protection against heavy-handed attacks, have mostly soft skin and generally seem to require a life-support system to stay alive.
Leading us into their most notable feature of all- the mechanical arms to help them grab onto objects or people and the gear they have that feeds into their mouth and body, seemingly providing them a level of life support and automated sustenance for their survival, showing potential incompatibility with Earths oxygen rich environment.
