# [WIP - Draft] The Advisory | Combine "Rulers" of Earth

### The Advisory | Assumed 'Overseers' of Spherical Sector 314

Not much is known about the Advisory or the Combine Hierarchy for that matter. To the average citizen, the Combine is just a military empire that has left a small part of its forces behind to keep Humanity in check and nothing more. To those higher up and those more well informed, they understand the Combine seeks certain technology to benefit themselves and only themselves in their multi-versal conquest of the stars while only a very select few have actually met even a small fragment of the Combine Hierarchy that is the Advisor.

The Advisor is a floating bio-mechanical slug like creature capable of a wide variety of interesting traits. The first trait the lucky few notice is their ability to float- whether this is due to their physiology or the technology they have been converted with is unknown, but it does allow the Advisor to be quite versatile in its movement when getting around. Given that most Advisors only seem to stay within Pods, or move long distances via specialized transport vehicles, it can be assumed that Advisors generally can't be out for long nor can they float forever, showing some level of energy drain taking place in the act.

The second trait is the fact the Advisor never directly speaks using any form of vocal chord seemingly lacking one. Instead they communicate via telepathy to all living beings nearby. This telepathy doesn't seem to require closeness to be used and seems to even work through monitors and screens given the Advisor has direct vision of the intended recipient. And the final trait as an extension to its floating, is the ability to make other objects in the room float- a localized field that causes all caught in its radius to be locked in a floating state, allowing the Advisor to move objects, crush objects and generally pull or push anything away from it, including people.

The only people who have directly spoke to the Advisory are those of the UN, Governors/Ambassadors and Breen himself. The masses mostly seem unaware that the Advisory even exists beyond hearsay and speculation.

It can be assumed that the Advisory is not the highest authority within the Combine, given most of these act more like overseers rather than direct commanding figures and how expendable they come across. There is hundreds of Advisors present on Earth, each in set locations spread out in pods or within Citadels sleeping as a collective. And given that they are actually quite weak- it makes sense why they would be expendable low-commanding figures in the greater Combine. Earth could easily be considered a penal world, a minor planet in the realm of hundreds of more important ones.

Their weaknesses so far come from the fact they possess no armor or protection against heavy-handed attacks, have mostly soft skin and generally seem to require a life-support system to stay alive.

Leading us into their most notable feature of all- the mechanical arms to help them grab onto objects or people and the gear they have that feeds into their mouth and body, seemingly providing them a level of life support and automated sustenance for their survival, showing potential incompatibility with Earths oxygen rich environment.
